![]() ![]() Upset, April flirts with Tom's annoying friend Jean-Ralphio Saperstein to make Andy jealous. Andy and April appear to be getting along, but when he goes to the bar to get a drink for April, a drunken Ann flirts with him. Later, at April's party, Tom desperately tries to pick up women, to no avail, while Leslie and Ann get extremely drunk together. When Ben explains they will need to slash the budget of every department by nearly 40 or 50 percent, Leslie angrily lashes out at Ben, who responds to her that the poorly-managed government is to blame. State auditors Chris Traeger and Ben Wyatt soon arrive, and the extremely cheerful Chris paints an optimistic picture of how they will fix the budget, but leaves the details to the more serious Ben. Mark is confused as to why Ann's decided to break up as their relationship seemed to be stable and going smoothly and they never fought Ann simply explains that she didn't feel they had any real passion in their relationship and adds that Mark hadn't ever dated anyone for a long period of time before and thus, overestimated the strength of their relationship as a result. At the same time, Ann and Mark have lunch together for the last time as they discuss the end of their relationship. Andy is still conflicted as to whether to ask April to be his girlfriend due to his worries over their age difference because he's 29 he asks Tom for advice, but isn't sure whether it's really helpful. Meanwhile, April is turning 21 and is having her birthday party at Tom's favorite nightclub, The Snakehole Lounge. Ron is delighted because he hates any government spending, which leads him to heated arguments with Leslie. However, city manager Paul Iaresco announces that due to Pawnee's huge budget deficit, all proposals will be postponed indefinitely and state auditors have been sent by the governor to solve the impasse, which makes Leslie fear severe cuts. Leslie is excited as she prepares to present the Parks Department budget proposal, the "master plan". It originally aired on to 4.28 million viewers. " The Master Plan" is the twenty-third episode of season 2 of the NBC television series Parks and Recreation. Ugh, kind of sounded like a chimp there in the end. Isn't that just so awesome you can't stand it? I shall now reveal to you my master plan! Muahahahah-ee-ahahahah. The yearly budget and planning proposal for our city is called The Master Plan. ![]()
